Unable to sign-in to Premiere Elements 13

I'm trying to run Premiere Elements 13 on an old laptop so that I can deactivate it and use it on a new laptop. I'm getting an error during sign-in saying that my browser or system needs to be updated. I'm guessing that Internet Explorer needs to be updated to version 11, however I don't know how to do it. I never use IE, never have. I'm running a Windows Update right now (it's about to install a feature update to Windows 10, 21H2. Will that update IE 11 automatically? I already called Adobe Support and the agent told me he couldn't help me- he said that all support for Premiere Elements 13 is done here in the community.

The support agent failed to do their job properly.
As said by John T Smith ,  go back to chat and only ask to have your activations reset.

 

You may also need to install the CC app before reinstalling Premiere Elements, even though you don't use Creative Cloud:

When you can't properly deactivate a serial number
