Unwanted keyboard shortcut - not in Keyboard Customization

The F9 key on my laptop is the "Volume Down" key. Now all of a sudden it keeps creating "New Text" in Premiere 14. None of the Text functions under Edit \ Keyboard Customization have keyboard shortcuts assigned, so how do I change F9 back to controlling laptop volume?

    This is either a BIOS setting or in some piece of software installed on your brand of notebook.

    The F function keys do 2 different thing depending on if you hold down the FN key or not.

    Normally all notebook come with the F function keys set to control screen brightness, speaker volume and the like unless the FN key is held down while pressing one of the F function keys.

    There is a setting to switch that so the function key work as they normally do on a standard keyboard and to make them do the second function while you hold down the FN key.

    Check the settings on your notebook.

    Okay, it took me a while to find "Function Keys Mode" in Windows 10, as it didn't come up under searches for "function key" or "fn key".

    It was set to "Special function mode", so I changed it to "Standard F1-F12 mode". Nothing changed after a restart or manually setting the Premiere Text shortcuts to other keys, but when I set FN back to "Special function mode" and restarted, the problem was gone. Weird... Thanks for your help!

    For others using Windows 10 on Toshiba P70-B, that's:

    This PC > TI12345678A (C:) > Program Files (x86) > TOSHIBA > System Setting

    Select the "TOSHIBASystemSetting" Application then "Keyboard"
