I have Photoshop elements 2021. Can I buy the upgrade of photoshop elements 2022 AND premiere elements both for the upgrade price, although I don't have premiere elements installed.

Yes, you can. I only had Premiere Elements 9.0 and they gave me the upgrade price for both Photoshop and Elements Premiere 2022 for the upgrade price. I only had to enter my old serial number after purchase but I would check if you registered 2021 in your Adobe account first.

If you wait a couple of weeks, it is likely that the bundle of the two programs will be on the annual holiday sale at a price lower than the upgrade prices.
