Upgraded Premiere Elements from 2024 to 2025 and 2025 version does not start but 2024 version starts

I downloaded latest verison of Photoshop and Premiere Elements 2025.  Installed both and the 2025 version of Photoshop Elements works fine.  The 2025 version of Premiere Elements does not start but I can start the 2024 version.  I tried looking up possible solutions and found one to rename SLStore to SLStoreold in C:/ProgramData/Adobe and it still did not start.  I rename SLStoreold back to SLStore.

Go to the nVidia, AMD or Intel site and download the latest drivers for your graphics card. Don't trust Windows Update to do it. This often resolves this issue.

Try right-clicking on the program icon and selecting Run as Administrator.

I Ran as Administrator and that did not work.  While the 2025 version does not start I can start the 2024 Premiere version and it starts with no problems.

I did more checking and I found that after starting my laptop fresh I did a check of Task Manager and found

"Adobe Elements 2024 Update Services" running and "Adobe Premiere Elements 2025 Editor" running with the following dependent task "Adobe Elements 2025 Update Service".  I would think I would see "Adobe Elements 2025 Update Services" running.  I checked the Apps>Startup to see what is started and found "Adobe GC Invoker Utility", "Adobe Updater Startup Utilitiy", "Elements Auto Creations 2024", and "Elements Auto Creations 2025"
