Version 2013 MPEG2 Component activation

Reinstall of recently downloaded Verion 2013 on my Windows 10 PC. On opening an existing project, a box appears entitled 'Activating Component', stating that the MPEG2 Component with a Serial Number 971487033296968281374346-0001-ADBE-PRE13.0-WINGB-EEF1 must be activated to use this feature.
It instructs me to go to http://www.adobe.com/go/premiereel_encoder (but I receive a 404 error - ie doesn't exist) to enter the Serial Number & get an unlock key. This key is then to be pasted into the appropriate field in the 'Activating Component' box.
Adobe support are unable to help - primarily they say because the software is old & no longer supported.
Anyone able to do any better than Adobe support?

Where did you download from?

Downloaded from the product list in my Adobe account.
All my past purchases from Adobe - going back some considerable time - are listed there, each having a 'download' button, but I haveonly downloaded Premiere Elements 2013.

You can try installing the trial version of Premiere Elements 2019, 2020, or 2021 and it may install the missing components and leave them after you uninstall the trial.

Thanks for the response - as it happens, I decided to upgrade both Photoshop Elements & Premiere Elements to the 2021 version following this problem - installing them is on my to-do list for today.

Best thing, upgrading. 2013 is ancient.
