Very poor video quality after pan zoom effect

Im a new user of Premiere Elements 2022. I was recording from a Gopro hero 5 black 1080 30fps 15MBPS, see sample of link below. Most of the video is roughly 50% zoomed (i.e 50%-60% or the original is cropped out with the pan zoom tool). The final video shown is exported as 720. The quality was this poor as soon as i did the crop (in 1080) I don't understand why 50% HD looks like VHS 500KBPS video? I checked the project and timeline properties, both are 1920x1080 so it seems correct.

Cropping 50% on a 1920x1080 clip in a matching project will destroy the footage image quality.

If you want to zoom in quite a bit on a subject in a 1920x1080 clip then you drop this clip in a 1280x720 timeline and do the pan/zoom manually. This will give you 50 % to zoom (scale up to 100%) without loosing quality

Make sure the clip is NOT set to Scale to Framesize.

I appled a large zoom to the clip on both 1080 and 576 timescale. 1080 on the left. I think the results are objectivly better in the smaller timescale

They are both bad: can you upload an original clip to test.

Dont use 576 that is an interlaced setting which will give other issues.

The sharpness and quality of any video is based on three factors: The original footage, your project settings and your selected output specs.

 

You say your GoPro footage is 1920x1080p30.

 

Under the program's Edit menu, what is listed on the General page under Project Settings?

 

And did you say you're "cropping" your 1080p video? That is likely a factor too. How do you know that you cropped it 50% and what settings did you use? (Remember that if you crop the height and width 50% you're actually working with 25% resolution!)

Below are my project settings

The way that I "cropped" is via the pan and zoom tool. The 50% value that I got was a rough estimate of the crop/zoom.

Lets say horizontal was reduced from 1920 down to 720 and vertical from 1080 down to 576 or somthing that still scalled down to 37% horizontal and 50% vertial. As a square reduction the crop is reduced down to 20% of the availbale pixels/bandwith. If the original is 15MBPS the crop is using 3MBPS at 720x576 which is an SD standard. I would be happy if my video looked like SD 720x576 at 3MPBS but it does not, my video looks much poorer quality that that. Somthing is not right.
