VERY slow uploading

Your upload speed has nothing to do with Premiere Elemetns, of course. 

The speed of your internet connection depends on things like the company providing your connection, your location (city internet traffic makes for slower uploads than less densely populated areas), the time of day you're  uploading and what's going on with YouTube at any given time. In other words, it may have just been a bad day.

That said, 2 hours for a 32 kb file is pretty ridiculous. 32 kb should upload in about 10 seconds. So something major is wrong, especially if you're consistently getting upload times this slow. I just don't have any idea what it would be.
