video edit screen freezes even though the video is playing?

So I down load my video ( which is converted  VHS to disk). I put it on the edit line and start playing it. The edit screen freezes but the edit line keeps moving. The same disks work fine on Premiere 9 but not on 2018. I have a new HP pc with i5 and  12 gbs of memory with windows 10

Also digital still camera video works ok.
