How do you set the Video Thumbnail before rendering/saving the Video in Premiere elements?

Elements does not make a thumbnail.

You set that in your player or website.

Thumbnail for what? Vimeo and YouTube control their own with options from you. I don't think Windows video player has one.

What operating system, playback device and distribution system are you using? What are you trying to accomplish?

After writing my reply, I did a google search. There are lots of options depending on your choice of systems.
