WebCam Not Connecting

My WebCam connects and works with Zoom and the W11 Camera app, but in Premier Elements it is seen, but not conecting.

I played around with the MS Camera app and after a while the webcam was connecting.  Problem solved but have no idea how.

Update - The WebCam video is being captured, it is just not being displayed on the screen while it is being captured.

You haven not posted much about your computer or what webcam it is so it is hard to help.   My preferred procedure would be to capture screen or webcam footage in other software and then use Premiere Elements to do any necessary editing.   Did the webcam come with capture software?
