What is the difference between Premiere elements crop effect and the clip effect?

In premiere elements 2020 there is a clip effect and a Crop effect. I do not see what the difference is.

My goal is the crop a video but it to upscale and not over pixellate like when I tried either effect.

With Clip you can add a colored background with Crop you cannot.
