What to do when Premiere Elements 2020 refuses to boot up?

I have Premiere Elements 2020. The program resuses to boot up, even though I used it for several hours just yesterday? Any suggestions.

Can you open it directly from the .exe file in Program Files?

It's also possible that it didn't shut down completely. In Windows open your Task Manager, locate any Premiere Elements process and end it. Then you should have no trouble re-launching it.
