why am i always told no disc burners available

Also, are you able to create an ISO and then use a different program to write the ISO to a DVD?

You need to provide details for anyone to help
Mac or Windows and exact version of the operating system
Exact Premiere Elements version
CPU brand and model and clock speed
Amount of computer memory (RAM)
Video adapter brand and model and driver version and amount of video ram
Number and size and type of hard drives

Brand and model of DVD drive

You provided no clues at all.  My guess is that the operating system of links and drivers have changed.  Premiere Elements won't "see" them if an operating system update changed some of the system components.

 

Another guess is that, on Apple systems, the newest versions of Premiere Elements no longer supports disc burning.
