Where is the tools panel?

I can't find the tool bar to the left of the timeline (or above the timeline). You can see how it should be on the first image (marked with red line) and my program down below. I guess it's only to klick somewhere but I can't find it. Very frustrating. (It's in swedish).

Thanks for fast answer! But you mean that the timeline toolbar doesn't exist in the earlier versions?!!! The tools are real basic for video work..... How do they think in the Adobe company..... strange.....
