Which effect is the best one for filtering or lower the noise of wind in Premiere Elements ?

Probably not the answer you are looking for BUT - try to avoid it in the first place!

I use a Panasonic HC-V727 Camcorder (bought 2014 I think) and added a

directional microphone (so that not all surrounding noise is captured).

This includes a "Windjammer" - a sort of furry cover for the microphone.

I find it to be fairly effective.

Wind noise is pretty much impossible to remove from a recording. That's why Hollywood professionals even have to re-record (loop) dialog for a scene shot on a windy day.
