Why is there no picture in video imported into trial of Premiere Elements 2018?

I have installed the free trial of Premiere Elements 2018. When I add my video file (MP4) there is no picture, only sound.  Is there a setting that needs to be changed.  I am using Windows 10.

    What is the computer and where did the MP4 files come from?  When this happens, it is usually something to do with graphics display drivers.

    It can also be related to the video itself. So, as Bill says, let us know where this MP4 came from? Is it from a camcorder -- or from a phone (iPhones are notorious for using variable frame rates in their videos) or some screen capture software?

    MP4s come in several flavors.

    It is from a closed camera system.
