Why is there only a single movie menu with Premiere Elements 15?

I'm only finding one movie menu with Premiere Elements 15.  I don't see an option to download the rest.  Any help would be much appreciated.

    I'd uninstall and then reinstall the program.

    Don't worry. You won't lose any work in progress.

    The other templates download as you select and use them in your projects (assuming, of course, that you're logged into the program and you have a live internet connection).

    If you right-click on one of the templates, by the way, you can also select the option to download the entire set at once -- which can take a while.

    Yes, that's what I'm used to but only one template even shows up as an option.
