Since updating to 1809 Premier Elements video editor will not run. Any suggestions?

I have an Intel i5-8600k CPU. I don't have a separate graphics card.

According to the Device Manager I have Intel UHD Graphics 630. The driver version is 23.20.16.4974, dated 28.02.2018. Windows tells me this is up to date and there is no option to roll back. I've updated this since the problem with Premiere Elements started.

From the Event Viewer I have copied the information below. I'm not a computer engineer so much of this is meaningless to me, but I wondered if the problem was to do with MSVCR120.dll so on advice I ran the System File Checker which reported "No component store corruption detected". I ran the repair anyway but it has made no difference.

I have tried rolling back to 1709 with no success so I have re-updated to 1809.

I have tried uninstalling various programs that have been installed or updated recently including Adobe CC, but to no avail.

I have tried installing a trial of Premiere Elements 2019 and that crashes in the same way.

I checked to see if my display driver had been recently updated and it had not.

Although this is clearly a problem faced by others with Premiere Pro, I cannot find a solution.

It is not a universal problem.   In most cases here, with Premiere Elements, the fix was updating or rolling back the graphics driver followed by a re installation.  Less frequently, crashes seem to be caused by lack of RAM or RAM being used by background programs such as antivirus software.

With version 2019, you might try starting an online "chat" with Adobe technicians here:  Contact Customer Care

Try updating or rolling back your graphics driver directly from the video card manufacturer’s site.
