Working still with Elements 10 have just changed to Windows 10 and cannot burn discs

It depends on why you can't burn your discs.

But you shoulds start by going to your computer manufacturer's web site (HP, Dell, Compaq), looking up your model of computer and downloading the drivers provided by  your manufacturer rather than the ones provided by Windows 10.
