Version 19.0 (20211007.daily.2243969)
Source video: H264 540x960
Looking at the properties of the file in premiere elements project assets has it correct at 540 x 960.

However in export it has the file at 640 x 480.

If I import the same video into handbrake and then export it, it exports correctly at 540 x 960.

If free software can do it surely Premiere Elements can. Am I doing something wrong?

This is a constant PITA because people shoot videos in portrait.

I haven't used version 19 for awhile.  As you probably know, 540 x 960 is a 9x16 ratio whee the tradional horizontal format is the opposite. Newer versions of Premiere Elements have 9x16 choices for import and export.   You can also use custom settings to match your source.  You may be able to use the custome output settings in version 19.

Thx for the reply Bill.

Been there, done that so many times. Spent hours this morning testing. Results are a huge letterbox, which on a phone makes the video really tiny.

Any other ideas?

Apparently newer versions support portrait videos. I think this is core functionallity and thus they should upgrade previous versions.
Here is a work-a-round I came up with, not pretty but it works.
Open file in handbrake, rotate 90 degrees, export.
Open the now sideways video(s) Premier Elements, do your editing, export.
Open in handbrake, rotate 270 degrees, export.
Shame Premeire Elements can't do something so basic that freeware can.
