ADOBE PREMIER RUSH STUCK ON LOADING IMPORTERQUICKTIME

Followed all previous instructions to get this to work, all to no avail.

Running MAC iOS 13.0.1 (22A400) on 2020 MacBook Pro M1

Loaded fine with new user account but still nada with other user account.  I do not want to switch users every time I need to work on a project.  Plus all files needed are with other user account.  Do not want to set up an entire new user account just for this ADOBE issue?  Please someone HELP FIX THIS ISSUE!!!
