Adobe Premiere Rush Faulty Render

I have a video on Premiere Rush I have been trying to render and export. Every time I render it, random clips will have degraded image quality and almost look like a filter has been applied. This issue momentarily goes away whenever an on-screen graphic pops up, and then will immediately revert back to the degraded look. I have tried automatic, match frame-rate, and 4k 30fps (which is what everything was recorded in), however nothing helps. I have even gone through and turned off any filtering in the editing stage and the problem still persists after it has been rendered. Pleaaaaaseeeee help. Using an iPad Pro and can provide an example clip.

The workaround is to add a title for the entire length of your video and remove its words and colors so it is invisible. This keeps that rendering issue from happening.

idem; j'ai perdu une après-midi entière à essayer de faire une vidéo avec audio qui, en fin de compte, apparait nette sans son ou apparait complètement floue sur youtube et toujours sans le son. NUL
