AdobeNotificationClient error in Premiere Rush and Premiere Pro

Hello, guys.

When i work in Premiere Rush sometimes i am cathing this error :

It could appear when i'm try to add any title, or when i'm try to rename the project , etc.

And the same error appear in Premiere Pro when im trying to use TeamProjects.

But when i try to delete this folder or move it system tell me that i dont have rights to do it..

Only thing that i think maybe could help is to remove every adobe application and then reinstall them.

But maybe anyone have another idea?)
