App permissions with thumbnails

Hello, I'm not able to choose a thumbnail at specific points in my videos. It is saying that I need to enable app permissions, but they are already enabled. Please help!

    Which thumbnails are you talking about? The ones in the Timeline? I don't think there's a way to adjust those. Let the community know.
