APR not letting me access projects in progress.

I was editing a project 2 days ago when the APR suddenly said it hadn't been able to save my work for a while and then shut down/crashed.
I reloaded APR and the thumbnails for my projects were gone. The projects themselves appear to be safe, but I can't access or edit them becasue it's just a blank screen with nothing to preview.
I have uninstalled/reinstalled Adobe Creative Cloud several times over the last 48 hours and nothing has changed. I deleted multiple personal files (after backing them up elsewhere) to clear up several GB of storage space. I have attempted to run as administrator and in compatability mode and yet APR is still not opening properly or letting me access my files or create new ones.
Does anyone have a suggestion?

UPDATE:
I have managed to get APR working again by creating a new adobe account and running the app with that.
It seems the problem is with my original account, not the app or my device.
Has anyone encountered a problem likee this where an individual account doesn't work?
And is it possible for me to recover the files/projects from my original account and transfer them to my new one?

Hey there, Chris,

This may have something to do with older projects from last year not saved when Creative Cloud Sync was removed. A lot of people lost projects because they did not back up projects to their laptop prior to the service being shut down. We warned people several months in advance, but not everyone got the message. 

 

I suspect that your case may have been also been caught up in all this. If you are in EDU, then sync was removed more recently, so that could also explain the reason. Sorry to say, I think these older projects are not recoverable. I lost some projects too, as I was not fastidious enough. I apologize for the frustration.
