Can you transcribe audio in Adobe Rush?

Hi, I'm wanting to add captions by transcribing my audio in my videos & wanted to know if you can do this in Adobe Rush or Premiere? Any help / advise would be greatly appreciated. Thanks, Christina

If not automatically, is there a feature that allows me to transcribe it myself and log timecode in the same place?

In Rush, unfortunately no... However, check out Rush's big brother Premiere Pro to handle all of your transcriptions and captioning for you!
