Cannot install Premiere Rush from Adobe Cloud on my older MacBook Pro

I have downloaded the Premiere Rush installer from my Adobe Creative Cloud subscription.  The download was successful, and the installer mounts when I run it.  

However, when I double-click on the icon as instructed, I get a little animation on the icon, but nothing happens.  I have tried at least a dozen times, and have rebooted the computer, but no change.  Nothing is installed.
