Clips stick on video tracks on timeline

Clips stuck in place on timeline

First clip I added to timeline cannot be dragged up to V2 or V3.  

A third added clip that I had on V2 cannot be dragged to V1 without being snapped to the end of the last clip on V1.   I had simple overlays on V1 and V2, and wanted the third clip to be placed under the end of the second clip, not snapped to where the first clip ends
