Can Premiere Rush used for screen recording?

No. 

Three excellent programs combine a screen recorder and video editor. CyberLink PowerDirector, Vegas Movie Studio Platinum 17 and Camtasia. I would recommend using them rather than trying to record your screen in a third-party program like Elgato and then trying to edit that in Premiere Rush.
