does increasing volume of clip decrease sound quality

few of my video clips have very low volume as person giving interview was speaking softly. I am planning to upload to rush and make volume full. Then download the sequence and then again upload and increase volume again. This way sound will become adequate. My 2 questions

- Is there a faster way to make volume 4 times?

- On doing this, will sound quality decrease?
