ERROR: "The Application Adobe Premier Rush is not open anymore."

Hello all,
So I need some help with a serious problem I'm having: so I was working in Premier rush on a Youtube video (@MatronicTV) when I get a popup saying to the effect that an error has occured; I get the spinning rainbow ball of death, so I do Comm>Option>Esc and force quit it.
Now this is NOT what I'm complaining about; my computer is 12 years old so I'm sure this problem has to do with my old operating equipment. This is also why after I have finished a certain amout of work, I close the program so that I don't lose work. It's not an ideal situation but it'll have to do until I get myself a new compluter.
Now on to the actual problem: after I forced quit the program, I try to reopen PR but find that nothing happens, it does not open. So I go into Finder>Applications and do Command>Open but I get the popup saying "The Application Adobe Premier Rush" is not open anymore.
So what in the world is this? I'm paying money to sub to this application and now I can't use it, so that's obviously not cool.
