Export issues

So I've been trying to export this video on 1080p and no matter what I do it doesn't work, only exports at 720p. Getting quite frustrating, everytime I export at 1080p this keeps happening throughout the whole video, shown on image. Audio and speed is fine, but the video gets crushed and chopped up just like this

    I saw your note. You're having some weird problems wtih 1080p exports. What is the source footage? Are you meeting system requirements? https://helpx.adobe.com/premiere-rush/system-requirements.html
