Glitches on playback speed

Hello,

After 6 months of  Premiere Rush running well, I started getting glitches in the playback speed, usually at the beginning. The video runs too fast in the first 3 to 5 seconds. I've reinstalled the app, used a range of files to test, and nothing seems to work. 

My PC system:
Dell Latitude 7420
Processor 11th Gen Intel(R) Core(TM) i7-1185G7 @ 3.00GHz 1.80 GHz
Installed RAM 16.0 GB (15.7 GB usable)
System type 64-bit operating system, x64-based processor
