Having Color issues after export with both Rec 709 and HLG 2100

Even after I change all of the videos to footage interpretation Rec 709 and have also tested 2100 HLG and then I match it to the corresponding color working space AND the export color space I still have low contrast desaturated videos with Rec 709 and then way too saturated videos with the 2100 HLG. ON top of all of this frustration even after updating the app I cant airdrop the 2100 HLG file to my phone at least I can do this with the rec 709 file. 

This has been taking hours and hours of research and troubleshooting with no solutions still. I have tried doing 2 VBR passes and also tweaking with the lumetri filters to counter act but I didnt shoot with a super nice camera to have S*** looking footage. What the freak am I supposed to do here? Never had this issue till the past year or on premiere rush but i hate how limited I am on rush.
