I cannot export media for the life of me, I've tried everything

hello, I've been trying to export a small 5-second video of a single still image zooming in on it slightly, nothing complicated. I've tried many things all morning, like updating all my drivers, tried using 2 different old versions of premiere rush, starting the project over, using different export settings, restarting the computer, turned the hardware encoding on and off, I'm at a total loss. It's also a nice computer ryzen 9 8 core, 24g ram, and a nvidia 3070 laptop, Ill also note the program freezes up and is unresponsive after the failed export attempt and I have to task manager to close it.
