Idea for Students

I currently teach high school students with behavior disorders and next term will be teaching both a motion graphics and 2d art classes.  I was pondering buying a few Ipads for my classroom and having students use Rush and other FREE Adobe apps for their learning.

I am only familiar with PP not PR.  Does this idea make sense to have students use PR on an Ipad to create videos?  Also, what other Apps would you suggest?  I do not have a budget for software and will be using my own funds for the Ipads.
