Included in your Plan ... with restrictions??

According to my acccount page Primeire Rush is included with my plan; however, in the application it says I reached my limit--just 2 rendered videos.  Is their a disconnect or does included mean I can look at rush but can't use it?  Please advise.  [Does doesn't sound like a community question but I can't fiigure out another way to ask the question.  Help please
