Inserting Media onto video

I hope that I can explain this struggle correctly...

I'm hoping to use Premiere Rush to edit a still image on top of a video. For example - Put a stop sign on someone's face. I thought that I could do this by adding media, but that just inserts media into a still clip for a couple of seconds before resuming video.

Is that beyond the capabilities of this program?

Drag the graphic of the stop sign to a layer above the video of someone's face. You can position and resize it as needed.

Thanks for using the Rush.

You can achieve this with project in project. Means as you are doing add an image over a video on high priority track. Adjust the image size using the transform inspector panel .
