Keeps exporting in 720p?

I have a project with only 1080p and 4k assets.

Yet, Rush only gives me option to export in 720p. What is going on?

How do I change this to 1080p? A little disheartening that I put all this time into editing a project only for Rush to downgrade my video to 720p.

You might be set to "Automatic" in the Export panel. Try a different preset. Does that work for you?
