If there is currently no available version of Premiere Pro that allows users to create .mogrt templates compatible with Premiere Rush — and if Adobe has no plans to reintroduce this functionality — does that mean no new motion graphics templates can be created for use in Premiere Rush, ever?

Sorry, I don't have any information on this. Premiere Pro v.15 was the last version to have this functionality.
