opening rush synced project in premier pro on another pc all media offline

I have worked on an rush project and have it synced but when i open it in premiere pro on another pc all the media is offline. I though it was suppose to sync all this media?

What type of OS do you have?
Could you confirm if your files synced to cloud storage are Up to date?
