My understanding was that existing Premier Rush projects would not be deleted. There are icons for all of my existing projects, but nothing there. Even though most have a cloud icon, there are no files in my account either. Any way to retrieve them?

Sorry, but unfortunately those cloud icons can be misleading.
Creative Cloud file syncing for Premiere Rush was discontinued, and projects and media that existed only in the cloud needed to be downloaded or backed up before that service was removed.
If the project media is no longer available locally on one of your devices and there is no separate backup, unfortunately there isn't a way to retrieve the deleted cloud copies now.
