Premiere Rush slow at Export while using Integrated and Nvidia GPUs

I recently purchased a Dell G7 7500 with a Nvidia RTX 2070 video card.  As a test I just created a project with a single MP4 file (8mbps, 1080p) and Exported the project with Automatic Settings (i.e. 1080p).  Watching the Task Manager I can see sometimes Premeire Rush will only use the RTX GPU @ 100% utilization and completes the export in about 4 minutes.  Other times Premeire Rush will use the Integrated GPU @ 75% utilization and the RTX GPU @ 35% utilization and the Export takes about 12 minutes.  I have Adobe Premiere Rush set to High-performance Nvidia processor in the Nvidia Control Panel.  I have not found a pattern on when Premiere Rush will use just the RTX GPU or both GPUs.  Any ideas on how to make it only use the RTX GPU?
