Premiere Rush stuck on loading screen

Hello,

I recently bought a new computer and installed the Creative Cloud to it. I used it on my previous computer with no issues. When I open Rush, however, the program is stuck at the loading screen. I also can't click on "Create a New Project" or multiple items in the menu bar. I've seen other people have this problem and have tried the ways mentioned in those posts, including signing in and out of Rush and Creative Cloud, getting rid of other Adobe processes in Task Manager, and reinstalling Rush, but none of them have worked. The computer is a Lenovo Legion 5 AMD desktop with Windows 10 running on it.
