Premiere Rush won't export GoPro HERO 12 video

I have just started using Premiere Rush.

When I try to export a project of a GoPro HERO 12 video, Rush offers the option to "export at 4k" or "export".

If I select the "export at 4k" option, Rush sends me to a page to buy Premiere Rush.

If I select the "export" option, Rush hangs in the rendering process.

I don't have this problem when I edit video taken on my iphone 13.

I am using Rush on a HP Pavillion All-in-one Desktop. The desktop indicates that all drivers are up to date.

    Hello @IJPh,

    Your PC might be missing the HEVC components necessary for that export. Can you contact us about that issue? Go here: https://helpx.adobe.com/contact.html. In the lower right corner of the page is a chat pod. After connecting with an agent, ask for the "video queue" to route you correctly. I hope they can help you. Sorry for the nuisance.

    Hi Kevin, I chatted with an agent. I'm not sure if he was a video expert. He said "Premiere Rush comes as a starter pack. It does not provide you with the access to Premium features. Premium features like 4K editing, working with HEVC codec files etc. If you wish, I can help you in upgrading your plan."

    So, I'm a bit confused, I thought there were people out there using Premiere Rush (free) to edit gopro videos.

    I live in Australia: I'm not sure if this affects what functionality Adoibe allows?
