Premiere Rush wont Open on PC tried all fixes

Hello. I have Adobe photography package and downloaded Premier Rush on my PC. However the app will not open at all. I click on the app and nothing happens. 

I've tried all the fixes that people have talked about. I've logged out and back into the creative cloud. I've restarted my computer, I've Uninstaller and reinstalled the app. 

Nothing has worked.

Mobil app works just fine.
