Preview Playback Stops Randomly

This is beyond frustrating. 

Premier Rush will open files and I can scrub through the timeline, but clicking 'play' or hitting spacebar to play only plays for fraction of a second then the preview pauses again. The only way to get any sort of playback is to keep pressing the spacebar/clicking play after it pauses, and then it pauses again after a few more frames. 

I don't have ANY other apps open. I have bluetooth turned off in case there was some other system input.  I've reset workspaces and I've rebooted and i've launched with alt+shift to reset preferences and I've rolled back updates on my machine. I've even tried other keyboards. I've ensured my spacebar is functioning properly in Notepad. 

 

Everything was working great 2 weeks ago. I've had one Windows update that i've rolled back (no effect) and haven't changed anything in Premier Rusht to my knowledge. 

 

Dell G5 5505 with a Ryzen 7 and 8gb of ram running Win10 and Premier Rush V2.1 Build 30. I've had no issues with Premier Rush in a year of making videos and all of a sudden Rush made itself unusable.

This was NOT intuitive, because I don't ever use my webcam on my laptop. But with device manager I disabled my onboard webcam and immediately my play/pause issue is resolved.

Just a quick update, I installed Premier Pro to see if it would behave differently, and it does not.
