Proxy Files eating up my storage!!!

Ok, I have TWO issues that both have to do with Proxy Files. Important facts you need to know first to help me: I use a Macbook Pro, I edit video on Premiere Rush, I have over 70 GB of just Proxy Files on my computer hard drive, any video I edit--I get from an external hard drive. When I export the finished video, I always send it to the same external hard drive (EHD). I don't want any of it on my computer hard drive.   

Question #1-- How can I safely move the 70+ GB of Proxy files in my computer hard drive to an external hard drive? Can I just...drag the files and drop them into my EHD? Will that mess something up?

Question #2-- How can I train Premiere Rush to upload future Proxy files to an EHD??
