Render "Remaining" at 00:00:00 but Publish and menus not available for local render

In Premiere Rush version1.5.62 (Build 61), is it normal for the rendering page to display "Reamining 00:00:00" but the the "Publish" menu to not be available, and the "Cancel" button still displayed?  The destination of the render is local.  The Home, Edit, and Share buttons are greyed out.  Is the vidoe still rendering?  It's been on this page for approximately an hour.  The project is a 8 hour video at 4K.  Attached is apicture of hte screen. In the picture I cut out the video preview.  Look forward to your help!
