Serious performance issues with Adobe Premiere Rush

Adobe premiere rush has not been working properly since two updates ago. Optimized clips are turned off and it renders them anyway, with no way to cancel it. Rendering performance is greatly decreased. The program refuses to use more than 7% of my gpu capacity or 30% of my cpu. Trying to render a video that used to take 20 minutes now takes over 3 hours and has done this since two updates ago- which I think is well over a month ago. While rendering it CONTINUES to optimize clips in the background and never uses my hardware over the capacities I have just stated.
